Adding value to QI projects and learning from error in the NHS with Dr Tom Rose

Dr Tom Rose shares his proposed roadmap and implementation framework to enable the NHS to transition to an effective Quality Management System incorporating QI.

Overview

When Peter Conradi left his role as Chief Investigator at the Healthcare Safety Investigation Branch (HSIB) last year, his letter to the Secretary of State urged the introduction of a regulated Safety Management System (SMS) into the NHS, as seen in other sectors.

It’s a similar situation with Quality Management Systems (QMS) in the NHS: there’s no state mandated QMS, other than specific areas e.g. Laboratories, with the expected standard features around goal setting, planning, process management, assurance, measurement of performance and non-conformance reporting.

Instead there are quality systems of varying effectiveness, depending on the drive and enthusiasm of individuals.

The session

In this Zoom, Dr Tom Rose – a Chartered Engineer, Quality Professional, QMS and process management veteran, shares the roadmap and implementation framework he’s developed over the seven years he has been researching Process Management in the NHS as a Research Fellow at the University of Birmingham, to enable the NHS to transition to an effective QMS incorporating QI.

This roadmap seeks to move NHS from Quality Improvement to Quality Management – i.e. from the current predominant NHS reliance on QI projects to establishing a QMS incorporating ‘process’ focused QI projects and a SMS.

QI relates to Juran’s ‘little q’ whereas QMS relates to Juran’s ‘Big Q’.

The new NHS Impact single approach to improvement calls on every trust to put in place a Quality Management approach – this session considered and discussed one approach to realise this goal.
