    Some sections from BS ISO 7101:2023 – Healthcare organisation management – Management systems for quality in healthcare organisations – Requirements.

    Clause 0.2 Aim of a management system for quality in healthcare organisations.

    The aims of a management system for quality in healthcare organisations include the following:

    –          Create a culture of quality starting with strong top management;

    –          Embrace a healthcare system based on people-centred care, respect, compassion, co-production, equity and dignity;

    –          Identify and address risks;

    –          Ensure patient and workforce safety and wellbeing;

    –          Control service delivery through documented processes and documented information;

    –          Monitor and evaluate clinical and non-clinical performance;

    –          Continually improve its process and results.

    Clause 0.3 Success factors

    The success of a management system for quality in a healthcare organisation depends on the commitment from all levels and functions of the organisation, led by top management. The top management structure of the organisation can create a culture of quality by including quality principles in the organisation’s strategic direction decision making, and aligning them with other operational priorities. Successful implementation of this document can demonstrate to stakeholders that an effective management system for quality in the healthcare organisation is in place.

    The level of detail and complexity of a management system for quality in the healthcare organisation varies depending on the context of the organisation the scope of its work, its regional, national and international conformity obligations, the nature of its activities, services provided, and resources available.

    Notes:

    1.      The item in red above is implemented via NHS Standard Process documentation and this is the starting point for your implementation of this Quality Management System.

    2.      IT is a key element of all healthcare processes and must be given due consideration when producing process documentation.

    3.      Many healthcare processes are a mix of Operational tasks and Clinical tasks. These two elements of a healthcare process documentation are treated differently in NHS Standard Process.

    • This is the bit that should have appeared in red – ‘Control service delivery through documented processes and documented information’ Sorry about that.

    • This is interesting..a quality management system specific to healthcare organisations. I will have to check out ISO 7101:2023 in more detail. Thanks for sharing this Tom.

    • Hi Tom, thank you for sharing, your message is timely as NHS IMPACT also talked about management system, will be interesting to see how this evolves.

      • I think that following this standard is the best way forward for the NHS – starting with NHS Standard Process and a Process Management System. The PMS and QMS can then be developed to include a PMS. It needs to be a well planned project over a number of years. See my Roadmap and Framework.

      • Last PMS above should have read SMS.

    • Not to be dismissive; far from it, I’d love to see this take off. We’ve seen something like this in BS EN 15224 (which still appears current) although it always ran a version behind ISO BS 9001.
      The real question being what is likely to make 7101 any more popular than 15224?
      Most departments at least with an interest / requirement have already gone 9001 / 13485 (or possibly some derivative). I can only see a possible attraction to a board / trust wanting to go full enterprise but. at least in the UK, I also see that severely hindered by short term financial constraints (unless there was the spectre of something like the old internal market looming to make it a sales point).

      • It needs radical change and the complexity is a huge endeavour in current climate. Ultimately all these are great standard if resourced adequately and executed properly.

      • The new standard is a lot more straight forward than 15224. 34 pages compared with 83. It still required process documentation though. My solution to that is NHS Standard Process. This is the starting point for an NHS QMS.

      • IT projects and NHS Standard Process go together like a horse and carriage or even love and marriage. Building a Process Model from NHS Standard Process will be a simple task.
