Biography

Paul is an experienced quality improvement project manager, trainer & coach. He has assisted both Private and Public Hospitals to improve their clinical services and administrative processes. Projects, he has supported include the delivery of measurable improvement in clinical services & pathways such as Cath Lab optimization, Hip Fracture patient flow, ECHO service capacity utilisation, Telemetry ordering, Stroke, Dementia, PET CT & Peri-operative pathway improvement. He has assisted in the improvement of administrative processes such as scheduling, insurance validation and billing.

Paul has led the re-organisation and consolidation of Clinical Directorates in several large Acute Hospitals. As part of this work he coached teams on how to imbed a cycle of continuous quality improvement into their work routine.

Paul has worked on health care improvement at a national level, assisting the HSE’s first National Director of Clinical Programs & Strategy to establish and manage the National Clinical Programmes. The Clinical programmes were envisioned to provide national clinical leadership in the design and delivery of clinical services such as ACS, Heart Failure, Stroke, Acute Medicine etc.

Paul is certified in instructional design and delivery. As a faculty member of the Royal College of Physicians of Ireland (RCPI) Diploma in Quality and Leadership Paul has taught and coached teams in the use of the IHI improvement model and lean improvement tools & techniques. He has delivered training on the Royal College of Surgeons (RCSI) productive theatre (TPOT) training course.

Paul, on behalf of the HSE’s National Director of Quality Improvement (QID), project managed the design and development of the HSE’s National Improvement Knowledge and skills guide launched in 2018 and available on the HSE website.

Paul has had a paper published jointly with Drs. F. Fitzpatrick and D. McNamara titled “An improvement model to optimise hospital interdisciplinary learning” in the International Journal of Health Care Quality Assurance

Prior to working with the Health Service Paul was a Management Consultant with PWC/IBM for 14 years where he assisted Private Companies and Public Bodies to achieve sustainable operational excellence. Paul is a certified Lean Six Sigma practitioner (MBB) and PRINCE II Project Manager.
