  I am not sure if this event during Challenge Poverty Week may offer some inspiration https://www.povertyalliance.org/event/challenging-rural-poverty/ While it is not specifically around workforce planning and leadership, it may offer some ideas which support reflection.

  Dan, Have a look at this set of diagrams and text, it may help with your questions. I’m sure that implementation will be a Challenges in Leadership and workforce planning in Rural Healthcare. The ‘Design’ elements is key, both of the QMS and Service processes.
